A compliance matrix — every client requirement in one column, your response and evidence location in the next — is the single most valuable document in a submission. It forces completeness during preparation and signals discipline to the evaluator.
A filing structure that survives deadlines
Keep tender evidence in a permanent, numbered library rather than rebuilding folders per bid:
- 01 Corporate: registration, licenses, org charts
- 02 HSE system: policy, manual, core procedures
- 03 Evidence: statistics, training matrix, certificates
- 04 Project references: completion letters, scopes
- 05 Per-tender: the matrix and tailored responses only
Version control is evidence too
Documents with revision numbers, issue dates and controlled headers tell evaluators your document control procedure is real. Uncontrolled files with names like 'HSE-plan-FINAL-v2-new' tell them the opposite.
