A register is a living document or it is nothing

The difference between a risk register and a risk-register-shaped decoration is the review cycle. If the register was last touched at mobilization, it describes a project that no longer exists — new subcontractors, changed sequences and seasonal risks arrive every month.

What a construction register must capture

For each activity: the hazard, who is exposed, existing controls, a risk rating with a defined matrix, additional controls with an owner and a date, and the residual rating. The named owner is what turns a row in a spreadsheet into an action on site.

Auditors and clients read it first

Client HSE advisers routinely open the risk register before visiting the site — it tells them where to look. A current, honest register with some risks rated high and actions in progress reads as control. A register where everything is 'low' after controls reads as fiction.
