Prequalification is an evidence exam
A prequalification questionnaire is not asking for promises — it is asking for proof. Policy signed by current management, statistics for the last three years, training records that match the org chart, and procedures that match the declared system. Gaps between claims and evidence are what fail packages.
The core evidence set
Most oil & gas and construction prequalification packages in Iraq are won or lost on the same items:
- Signed HSE policy and leadership commitment
- HSE statistics presented consistently (hours, LTI, TRIR)
- A live training matrix with certificates behind it
- Risk assessment methodology plus real examples
- Incident investigation procedure with sample close-outs
- Organization chart with named HSE competence
Structure decides the score
Answer in the client's own numbering, cross-reference every attachment, and never say 'see attached' without saying exactly which attachment and page. A compliance matrix at the front of the package tells the evaluator you are organized before they read a single procedure.
